When is an identification form not required?

The general rule

Since 1 January 2023, every waste transport subject to the identification requirement must be accompanied by a digital identification form (e-IDF) from a system approved by OVAM. Since 1 January 2024, fines are imposed. If your transport falls under one of the exemptions below, no identification form is required.

The eleven exemptions

No identification form is needed in these cases:

• Household waste collected in a single collection round
• You are a private individual bringing your waste to a collection point
• You are self-employed or a small business with fewer than ten employees, transporting self-produced waste (not as a waste processor)
• You produced the waste yourself by providing maintenance services at third parties
• Empty packaging or discarded goods taken along on the occasion of a delivery of goods
• You return waste to your supplier of similar goods
• Transport of discarded electrical and electronic equipment to reuse centres for visual pre-selection on reusability
• Transport of waste through pipelines
• Non-hazardous waste from a recycling park to a collection point
• Collective arrangements on a business estate, where the estate is not left during transport or the shortest route is taken
• Animal by-products, which fall under their own regulation

In doubt? Watch out for this

The exemptions are interpreted strictly. Anyone acting as a collector, trader or broker — or transporting someone else's waste — does not qualify. And cross-border transport follows the European EVOA rules in any case: shipments subject to notification go through the digital DIWASS system from 21 May 2026.
