Approved systems for the digital identification form

In Flanders, an identification form is only valid if it comes from an OVAM-approved system. These are the approved systems in Flanders and Brussels, and how to choose one.

Why only approved systems?

Since 1 January 2023, an identification form in Flanders must be issued by a system that OVAM has approved. OVAM checks each system against the conditions in VLAREMA and publishes the list of approved systems. In Brussels digital is not mandatory, but an electronic document is only valid there if Brussels Environment has approved the system.

The list also includes three company-specific systems that are not open to other businesses.

Approved by Brussels Environment

Brussels Environment has approved these systems for electronic traceability documents (as of October 2026):

Approval in Flanders does not automatically apply in Brussels: check both lists if you work in both regions.

And in Wallonia?

In Wallonia, paper and digital are both allowed. Under the ministerial circular of 22 February 2024, systems approved by OVAM or Brussels Environment may be used there.

How to choose

Every approved system issues a valid form. The differences lie in how you work and in the cost:

  • Coverage: is the system on the list of every region where you operate?
  • Interoperability: does the system support the IOP, so partners can stay in their own system?
  • Reporting: how does submission to MATIS work?
  • Pricing model: do you pay per form or a fixed subscription, and what is included?
  • Ease of use: how easily do drivers, customers and processors sign?
  • Your own system: do you want a full ERP or just the identification form?

Where does FormDesk stand?
