Construction waste: identification form and sorting obligation

The e-IDF also applies to construction waste

Transport of construction and demolition waste by or on behalf of a collector, trader or broker falls under the identification requirement: a digital identification form from an OVAM-approved system must accompany the transport, with the correct EURAL codes and quantities per waste type. Self-employed people and small businesses with fewer than ten employees hauling their own waste fall under the general exemption.

Sorting obligation on site (VLAREMA art. 4.3.2)

On site, these fractions must be kept separate, among others:

• Glass waste
• Inert rubble (concrete, masonry, mixed rubble)
• Asbestos cement and materials suspected of containing asbestos
• Wood and metal waste
• Recyclable plastics
• Tar-free asphalt rubble
• Cellular concrete and plasterboard

From 1 January 2027, glass wool, rock wool and bituminous roofing material are added.

The 40 m³ rule for mixed waste

Dry, non-hazardous fractions may be collected mixed when one of these conditions is met:

• The available space for containers is at most 40 m²
• The total amount of mixed construction and demolition waste over the whole site period is less than 40 m³
• The safety coordinator judges that separation is impossible for reasons of safety, stability or technical execution

Mixed waste must afterwards go to a sorting facility for further sorting.

Zero tolerance

For a number of streams, zero tolerance applies in mixed construction and demolition waste: hazardous waste, waste electrical and electronic equipment (WEEE), small hazardous waste and asbestos cement never belong in it and are always kept and hauled separately.
