Why you need approved software
Since 1 January 2023, an identification form in Flanders must be digital and issued by a system that OVAM has approved. Since 1 January 2024, missing forms are fined. A PDF or a form in your own ERP is therefore not enough, unless that system is itself approved by OVAM.
The obligation lies with the collector, dealer or broker (IHM), or with the waste producer who makes their own arrangements. A transport that passes through Flanders only partly also needs a digital form.
What approved software must do
OVAM approves systems against the conditions in VLAREMA (subsection 6.1.5). In practice this means, among other things:
- All mandatory data: parties, shipping address, EURAL codes, treatment method and quantities
- Signature before departure by whoever makes the arrangements
- Registration of start and hand-over by the carrier, and confirmation of receipt by the processor
- Archiving: the IHM, the processor and the producer each keep every form for at least five years
- Since 15 August 2026: interoperability with other approved systems through OVAM's IOP

- Is the system on OVAM's list, and on Brussels Environment's list if you also work in Brussels?
- Is it ready for the IOP, so customers and processors can stay in their own system?
- How does MATIS reporting work?
- Do you pay per form or a fixed subscription, and does that suit your volume?
- Can drivers and external parties sign easily?
