MATIS reporting: who must report what to OVAM?

What is MATIS?

MATIS (Materialeninformatiesysteem) is the data system OVAM uses to monitor waste and material flows in Flanders — from collection to the final application in new products. Where monitoring used to stop at production figures, MATIS maps the entire chain, including recycling processes.

Who must report?

The reporting obligation applies to three groups:

• Processors and transfer/storage facilities: since 2024, every establishment with section 2 in its environmental permit; they report incoming and outgoing waste and material streams
• Business waste collectors: since 2024, all registered IHMs (collectors, traders and brokers)
• Household waste collectors: municipalities and intermunicipal companies

The quarterly deadlines

MATIS works with quarterly reporting:

• 31 May: data for the first quarter (January–March)
• 31 August: second quarter (April–June)
• 30 November: third quarter (July–September)
• 28 February: fourth quarter (October–December)

A quarter without activity must be reported too: mark it as "Periode zonder melding" in the web portal.

How can you submit?

OVAM provides three channels: manually via the web portal (matis.ovam.be), an upload using the Excel/CSV data templates per category, or an automated system integration via the API. There is also a test environment (matis-oefen.ovam.be) to try out submissions.

MATIS and the identification form

The data you report in MATIS — waste streams, quantities, origin and destination — is largely already in your digital identification forms. FormDesk therefore uses the automated integration: completed e-IDFs are forwarded directly, so the quarterly reporting requires no manual work and entry errors disappear.
