The waste register: what must you keep?
Alongside the identification form, the waste register is a standing obligation for anyone who produces, collects or processes business waste. Who keeps it, what goes in it and how long to keep it.

Who keeps a register in Flanders?
VLAREMA requires a register from:
- Every producer of business waste (art. 7.2.1.1)
- Collectors, dealers and brokers (art. 7.2.1.2)
- Municipalities and intermunicipal companies, for the waste they collect (art. 7.2.1.3)
- Processors, for the waste they process and send out (art. 7.2.1.1 and 7.2.1.4)
A carrier that only drives on behalf of others is not on that list.
What must it contain?
A producer's register records, for each removal, at least:
- The date of production or removal
- The mode of transport
- The quantity in tonnes
- The nature and composition of the waste, with the EURAL code
- A description or quality indication
- The treatment or application method and the type of operation (R or D code)
- Name, address and identification number of the IHM, if any
- Name, address and identification number of the processor's establishment unit
An IHM's register also records, among other things, the date of transport, the producer's establishment unit and the carrier.
How often to update and how long to keep it
A producer updates the register at least monthly. An IHM and a processor do so every working day. All registers are kept for five years and must be available for inspection at the operating site.
Paper or digital?
A producer that is not a processor may keep its register on paper. The registers of collectors, dealers, brokers and processors must be electronic. OVAM offers a standard Excel template and the 'Mijn afvalstoffenregister' application of Cirkeltips.
Register, identification form and MATIS
For a producer, a collection of identification forms may serve as the register, supplemented with the hand-overs for which no identification form was needed.
That rule does not exist for an IHM: you keep your own register, and your quarterly MATIS reports come from that register. A digital identification form therefore does not replace MATIS reporting, but the data largely overlaps.
In Brussels and Wallonia
- Brussels: every producer or holder of non-household waste, every collector, dealer or broker, every treatment facility and every carrier keeps a register. It contains all traceability documents, kept for at least five years
- Wallonia: processors, collectors, carriers, dealers, brokers and producers of hazardous waste keep a register. The data is kept for at least five and at most ten years
