Waste transport in Brussels: the traceability document

In Brussels, waste transport is accompanied by a traceability document. Digital is not mandatory there, but it is allowed with an approved system. If the transport passes through Flanders, it must be digital.

The traceability document

In the Brussels-Capital Region, waste must be accompanied by a traceability document. The Brussels regime (Brudalex) has three parts: the traceability document, the waste register and the annual waste report. The form is free: any document with the required information counts, including an invoice, a CMR consignment note or a weighbridge ticket.

Who draws it up and what goes in it?

Whoever organises the transfer draws up the document: the producer, the holder or the chosen collector, dealer or broker. They sign it before the transport and hand it to the carrier. The document includes, among other things:

  • The date
  • Name, address and company number of the producer
  • The collector's registration or approval number
  • The carrier's registration number
  • The destination and the D or R code
  • The quantity, the description and the EURAL code
  • For hazardous waste, also the composition, physical characteristics, packaging and special instructions

Paper or digital?

Both are allowed. An electronic document is only possible if Brussels Environment has approved the system. This does not yet apply to transport to another country or to animal by-products. Brussels Environment has approved twelve systems, including FormDesk.

Registration and approval

  • Carriers: registration for an indefinite period, with a confirmation every five years that you are continuing the activity. A Flemish or Walloon carrier registration is automatically valid in Brussels
  • Collectors, dealers and brokers of non-hazardous waste: registration for an indefinite period
  • Collectors, dealers and brokers of hazardous waste, including waste oil: approval for up to ten years
  • A producer carrying its own waste needs no carrier registration up to 500 kg

Register and waste report

Every waste manager keeps a register of all traceability documents for at least five years: the producer or holder of non-household waste, the collector, dealer or broker, the treatment facility and the carrier. Collectors, dealers, brokers and treatment facilities also submit an annual waste report by 15 March via BRUDAWEB.

Transport from Brussels to Flanders

As soon as part of the transport passes through Flanders, OVAM requires a digital identification form. A digital form from an OVAM-approved system is only valid in Brussels if the system is also approved by Brussels Environment.
