Waste transport in Wallonia: the traceability document
In Wallonia the traceability document may be on paper or digital. Systems approved by OVAM or Brussels Environment may be used there. If the transport passes through Flanders, it must be digital.

Paper or digital
Under the ministerial circular of 22 February 2024, Walloon rules do not impose a fixed format: a paper traceability document and a digitised document both comply. Systems approved by OVAM or Brussels Environment may be used in Wallonia. An electronic document can serve as evidence just like a paper one.
What must it contain?
The traceability document states at least:
- The description of the waste
- The quantity in kilograms or litres, exact or estimated (if estimated, the exact quantity is determined at the destination)
- The date of transport
- Name and address of the person handing over the waste
- The destination
- Name and address of the collector
- Name and address of the carrier
Requirements for digital systems
The circular lists what a digital system must meet, including:
- A valid signature: an ordinary electronic signature supplemented with data such as geolocation, or an advanced or qualified signature
- A unique number per document
- Access for all parties involved
- The driver must be able to keep working in an area without network coverage
- Archiving for at least five years
Users bear the risk of a system failure; carriers are responsible for their drivers' devices.
Registration and approval
- Non-hazardous waste: registration as a carrier or collector, free and valid for five years. Dealers and brokers are treated as collectors
- Hazardous waste: approval for up to five years, including insurance and ADR training for drivers. Collectors also need a financial guarantee and pay a 250 euro file fee
- A circular of 22 March 2019 covers the recognition of Flemish and Brussels carrier registrations for non-hazardous waste
The register
In Wallonia, processors, collectors, carriers, dealers, brokers and producers of hazardous waste keep a register. The data is kept for at least five and at most ten years.
Transport to or through Flanders
As soon as part of the transport passes through Flanders, the identification form must be digital. For transit, the carrier needs no Flemish registration. With one OVAM-approved system, such as FormDesk, you can work in both regions: it is also allowed in Wallonia.
