The identification form for waste carriers
You drive on behalf of a collector or producer. You do not draw up the form, but without a valid e-IDF you may not depart. Here is what you need to know.

Carrier registration
Anyone who transports waste professionally needs a registration as a waste carrier in Flanders. The registration is free, goes through OVAM's registration portal and is valid for ten years.
If you only carry your own waste, or for transit through Flanders, no registration is needed. A registration or approval in Brussels, Wallonia or another country of the European Economic Area is also valid in Flanders, provided you have a company or VAT number.
You drive on behalf of a client
A carrier always drives on behalf of a registered collector, dealer or broker, a producer making its own arrangements, or a notifier. You do not decide where the waste is collected or where it goes. Your client decides that, and is also responsible for the identification form.
Your obligations during transport
- Do not depart without a completed and signed identification form
- Record the start of transport and the hand-over of the waste in the digital form, with geolocation
- Show the form when inspection services ask for it
- Other required documents, such as the CMR consignment note, are still needed
- Follow the general transport conditions, such as keeping waste streams separate and using suitable, inspected vehicles
Which system do you use?
You use the app or web application of the system your client is a customer of. You do not need to be a customer yourself, and a smartphone, tablet or on-board computer is enough. If you drive for clients using different systems, you currently work in several apps.
What the IOP changes
With OVAM's interoperability platform (IOP) you can handle all forms in one system of your choice, even if they were created elsewhere. To do so, you sign a user agreement with an approved system and select it in IRIS.
No client may require you to use a specific system: this is set out in the ministerial decree of 3 June 2026. According to OVAM, no forms are being forwarded through the IOP yet.
With FormDesk
Drivers work with the FormDesk Driver App on a smartphone or tablet. If you select FormDesk in IRIS, forms from other approved systems will arrive there as soon as the IOP is active. If you are also a collector, you create your own forms in FormDesk too, at €0.12 per form.
